The Lagos State Government has disclosed that 30 per cent of its employees who were granted study leave to pursue training abroad failed to return to the public service.
This revelation was made by the Commissioner for Establishments, Pension and Training, Mr. Afolabi Ayantayo, on Wednesday during a ministerial press briefing held to mark the second anniversary of Governor Babajide Sanwo-Olu’s second term in office.
Ayantayo also reported that a total of 23,420 staff members benefitted from various training programmes between May 2022 and December 2024.
“We understand that training and capacity-building initiatives form the cornerstone of a vibrant and forward-looking Public Service, and this has remained our central priority,” Ayantayo said.
“In this direction, the Ministry has consistently undertaken robust training programmes as a strategic tool to bridge skills gaps, enhance professional and adaptive competencies required in the State Public Service.”

He explained that the Ministry collaborated with leading training institutions to improve workforce productivity, ethical standards, and leadership capacity across different levels of government.
“Within the same period, over 120 training programmes, including in-plant and in-service training, were organized, which cut across multiple cadres, skill levels and thematic areas relevant to public sector efficiency, leadership development and regulatory compliance. It covers areas such as digital transformation, emotional intelligence, policy analysis, and project management.”
The Commissioner also noted that matters related to establishment have received dedicated attention, especially in policy formulation, workforce planning, service regulations, and career growth.
He added that the Ministry continues to uphold the principles of merit, fairness, and due process in handling appointments, promotions, discipline, and records management.
