President Bola Ahmed Tinubu has declined to sign the National Assembly Library Trust Fund (Establishment) Amendment Bill, 2025, citing conflicts with existing federal laws and financial frameworks.
In a formal communication addressed to the Speaker of the House of Representatives, Tajudeen Abbas, the President acknowledged the bill’s good intentions but raised concerns about specific clauses that contradict established legal and policy standards.
“While the bill pursues commendable objectives, some of its provisions are inconsistent with established laws and policies of the Federal Government of Nigeria,” Tinubu wrote.

He pointed out that the proposed amendments contained problematic elements regarding how the fund would be financed, the taxation of federal entities, public sector compensation, and stipulations on age and service limits. He warned that assenting to the bill in its current form could create a “problematic legal precedent.”
The bill seeks to broaden the mandate of the National Assembly Library Trust Fund and introduce new funding mechanisms. However, with the President’s refusal, the legislation has been sent back to the National Assembly for reconsideration or a possible override.
Tinubu called on the lawmakers to rework the bill to bring it in line with constitutional requirements and the nation’s financial regulations.
