In a bid to address pressing challenges in primary healthcare and basic education, Governor Caleb Mutfwang of Plateau State has inaugurated the Steering and Technical Committees for the Human Capital Opportunities Prosperity and Equity (HOPE-Gov) project.
The initiative, supported by the World Bank, aims to strengthen financial and human resource management in these key sectors to improve service delivery across the state.
The inauguration ceremony, held at the Twin Theater, New Government House, Rayfield, was spearheaded by the Ministry of Budget and Economic Planning.
Represented by the Chief of Staff, Builder Jeremiah Satmark, Governor Mutfwang described the project as a cornerstone of his administration’s agenda.
āIf we get primary healthcare and basic education right, we can effectively tackle broader challenges in these sectors. His Excellency is fully committed to the success of this initiative,ā Satmark said.
The HOPE-Gov project is structured into three components: HOPE Governance, HOPE Healthcare, and HOPE Basic Education, and will span four years.

Commissioner for Health, Cletus Shurkuk, explained that the project is part of a Federal Government initiative to close gaps in human capital development nationwide.
Commissioner for Budget and Economic Planning, Chrysanthus Dawam, represented by Permanent Secretary Yohanna Magut, praised the governorās leadership, emphasising the potential of the HOPE-Gov project to transform lives in Plateau State.
Executive Chairman of the Plateau State Universal Basic Education Board (SUBEB), Sunday Amuna, pledged the committee’s commitment to ensuring the project’s successful implementation.
The Steering Committee includes key stakeholders such as commissioners for health, education, finance, and local government, alongside representatives from SUBEB, the Primary Health Care Board, and other state agencies.
The Technical Committee comprises permanent secretaries from relevant ministries, directors from key departments, and other senior officials tasked with overseeing the projectās implementation.
The HOPE-Gov project represents a bold step toward revitalizing primary healthcare and education in Plateau State, laying the foundation for sustainable human capital development.
