The Federal Government (FG) has launched the $1 billion Household Prosperity and Economic Social Protection Project (HOPE-SP) to strengthen Nigeria’s social protection system and shift government interventions from short-term relief to sustainable economic empowerment.
The initiative, unveiled on Wednesday at the State House Banquet Hall in Abuja, under the theme “From Palliatives to Pathways,” aims to establish a coordinated framework for social protection and disaster response nationwide.
First Lady Oluremi Tinubu, who served as the Special Guest of Honour, led the launch proceedings.

She commended the Minister of Humanitarian Affairs and Poverty Reduction, Bernard Doro, and his team for pursuing reforms aimed at promoting self-reliance, economic empowerment and sustainable recovery among low-income households.
Mrs Tinubu said the initiative would improve beneficiary identification, strengthen shock-responsive assistance, reduce duplication and operational silos, and introduce stronger accountability measures across government support programmes.

Speaking on the vision behind the project, Doro said the reform would place vulnerable households at the centre of government interventions instead of treating them as beneficiaries of disconnected programmes.
To tackle fragmented operations and duplicate registries, the government is establishing the One Humanitarian, One Poverty Response System (OHOPRS).
The platform will integrate digital delivery tools, real-time intelligence, national registries and structured poverty-graduation pathways into a unified operational system.
The Ministry also unveiled three complementary initiatives alongside the HOPE-SP project.
They include an Emergency Shock-Responsive Cash Transfer, designed to quickly provide financial assistance to households affected by economic or environmental shocks; the FMHAPR Ministerial Blueprint, which will guide national poverty-reduction and institutional reforms; and Humanitarian First Magazine, an official publication that will document the ministry’s progress, operational data and beneficiary experiences.
The Ministry’s Permanent Secretary, Olubunmi Olusanya, said the government would measure the reforms by their impact on citizens’ daily lives and improvements in institutional transparency.
The launch also received support from state governments and international development partners.
Speaking on behalf of state governors, Borno State Governor, Babagana Zulum, pledged the support of sub-national governments for the federal framework.

The Minister of Budget and Economic Planning, Abubakar Bagudu; former Minister of State for Humanitarian Affairs, Yusuf Sununu; and representatives of the European Union and the World Bank also delivered goodwill messages.
The event ended with a cultural performance by the Irigwe New Wave Dance Troupe from Plateau State.
