
President Bola Tinubu has said Nigeria is considering granting Rwandan citizens 30-day visa-free entry as part of efforts to reciprocate Rwanda’s existing visa-free policy for Nigerians.
The announcement came after a bilateral meeting between Tinubu and Rwandan President Paul Kagame at the Urugwiro Presidential Villa in Kigali, where the two leaders discussed trade, mobility, and institutional cooperation. Tinubu is in Rwanda to attend the Africa CEO Forum.
“In reviewing consular matters, President Tinubu stated that Nigeria will seriously consider reciprocating Rwanda’s 30-day visa-free status for Nigerians in the spirit of Pan-Africanism,” the presidency said in a statement signed by spokesperson Bayo Onanuga.

The two presidents also agreed to revive the Joint Permanent Ministerial Commission established in 2021 as a framework for bilateral cooperation. Nigeria will host the next session of the commission, and both sides resolved to use it to advance engagements on trade, movement of persons, and institutional collaboration.

Tinubu and Kagame further discussed activating pending Memoranda of Understanding covering tourism, anti-corruption measures, and efforts to combat illicit drug trafficking. Both leaders reaffirmed their support for the African Continental Free Trade Area and stressed the need to operationalise the agreement to deepen regional trade.
Nigeria is also in talks with RwandAir to create export opportunities for Nigerian businesses, building on a similar air cargo corridor previously established with Uganda Airways.
The Kigali meeting follows remarks by Tinubu at the Africa Forward Summit in Nairobi, where he attributed the continent’s weak manufacturing performance to illicit financial flows, high borrowing costs, and restrictive global financial policies. He noted that Africa accounts for less than 2% of global manufacturing output.
The proposed visa arrangement and broader bilateral commitments reflect a wider push by African governments to translate regional integration frameworks into concrete agreements on trade and travel.
