Ekiti State Governor, Biodun Oyebanji, has approved the immediate reappointment of Titilayo Olarike Olayinka as the state’s Accountant General, barely 24 hours after she retired from the state civil service.
The governor’s Special Adviser on Media, Olayinka Oyebode, announced the appointment in a statement issued on Tuesday.
Olayinka previously served as Accountant General and Permanent Secretary from November 28, 2019, until her retirement on August 24, 2026, after attaining the mandatory retirement age of 60.

Her reappointment reflects the administration’s decision to retain experienced professionals in key positions as Oyebanji prepares for his second term.
As part of her new responsibilities, the governor directed Olayinka to establish a comprehensive, state-wide training programme for accountants in the civil service to strengthen their professional capacity across ministries, departments and agencies.

Track record in public finance
Olayinka earned recognition for promoting financial transparency, strengthening audit processes and improving expenditure management during her previous tenure as Accountant General.
Under her leadership, Ekiti ranked first in BudgIT’s State Fiscal Transparency League in the second, third and fourth quarters of 2024 and throughout all four quarters of 2025.
She also received top rankings in the Subnational Audit Efficacy Index and local government budget transparency assessments conducted by the Paradigm Leadership Support Initiative.
Her tenure also saw Ekiti emerge among Nigeria’s top 10 states for publishing accessible budgets covering its local government areas and Local Council Development Areas.
Professional background
Olayinka is a Fellow of the Institute of Chartered Accountants of Nigeria and an Associate member of the Chartered Institute of Taxation of Nigeria.
She holds a bachelor’s degree in accounting and a Master of Business Administration (MBA).
She is an alumna of the Federal Polytechnic, Ado-Ekiti; Achievers University, Owo; and Ondo State University, Akungba-Akoko.
She has more than three decades of experience across the private sector, civil service and international development organisations.
Her early career included working with accounting firms and serving as an accountant at Owena Mass Transportation Company in 1992.
She later became Group Internal Auditor/Chief Accountant at Ondo State Investment Holding Company between 1998 and 1999.
She subsequently served as State Programme Accountant for the United Nations Development Programme from 1999 to 2003 before taking up senior accounting positions in the Ministry of Health, Ministry of Information, the State Universal Basic Education Board and the World Bank-backed Ekiti State Project Financial Management Unit.
Before her appointment as Accountant General in 2019, Olayinka served as Deputy Accountant General.
Olayinka’s reappointment follows a growing practice among Nigerian states of retaining experienced former Accountants General to oversee treasury operations.

States including Enugu, Osun and Akwa Ibom have retained retired Accountants General in similar capacities, while Kwara, Ebonyi, Imo, Abia and Katsina have engaged experienced professionals from outside the conventional civil service structure for the position.
Congratulating Olayinka on her reappointment, Oyebanji commended her years of meritorious service to the state and urged her to bring greater dedication and expertise to the role.
