The Federal Government (FG) has launched the Procurement Compliance Monitoring System (PICOMS).PICOMS is a digital platform designed to eliminate persistent procurement delays and improve transparency in the education sector’s supply chain.
The platform was unveiled yesterday by the Minister of Education, Olatunji Alausa, during a high-level capacity-building session for procurement officers held at the auditorium of the National Universities Commission in Abuja.
Speaking at the event, the minister noted that the slow execution of critical projects had long affected Nigeria’s education sector.
He identified incomplete documentation, weak technical submissions and procedural lapses as major factors responsible for the delays.
He explained that the introduction of PICOMS would move the ministry from manual processes to a fully digital system for managing procurement cycles.

According to him, the platform will enable real-time tracking of submissions, provide visibility into the status of bids and contracts, shorten approval timelines and create a transparent audit trail for public spending.
He stated that the digital platform would not be limited to its headquarters. Instead, PICOMS would be deployed across federal education agencies and commissions, government parastatals and tertiary institutions nationwide.
Also speaking at the event, the Director-General of the Bureau of Public Procurement, Adebowale Adebukola Adedokun, said the reform was necessary to address long-standing procurement inefficiencies.

He noted that weak and incomplete submissions had frequently delayed project approvals, adding that a digital compliance monitoring system would significantly improve efficiency and accountability in the sector.
In a statement signed by the ministry’s Director of Press and Public Relations, Boriowo Folasade, the ministry said the adoption of PICOMS marked a decisive step towards ensuring that public funds translate into timely and tangible improvements in educational infrastructure and services.
