Fubara approves civil service promotion exercise

Rivers State Governor, Siminalayi Fubara, has approved a new civil service promotion exercise for officers across all cadres within the state civil service.

This approval is contained in a circular released by the Rivers State Civil Service Commission and signed by the Permanent Secretary, James Enebeli.

The circular is titled “Call for Recommendation for Promotion” and directed MDAs to send recommendations of officers who qualify for promotion within the period from January to July 2026 to the commission.

The promotion exercise will be carried out among civil servants on grade levels 07 to 15 who satisfy the set conditions during the review period.

Notwithstanding, the governor has directed that civil servants who have retired, applied for retirement or are under any disciplinary process should not be recommended for promotion.

He went on to direct MDAs to include full service records along with the completed APER forms for all nominated officers.

MDAs were further directed to send in both hard copies and electronic copies of their recommendations.

The electronic copies should be sent on USB flash drives labelled with the names of the respective ministries, in Microsoft Excel format.

Furthermore, the permanent secretaries and heads of extra-ministerial departments were mandated to endorse all recommendation letters.

Fubara set the deadline for submission as May 31, 2026, stressing that late entries by any defaulting MDA will not be entertained.

The governor explained that this would allow the commission to interview eligible officers during the promotion exercise between January and July 2025/2026.

This promotion exercise comes after the recent payment of outstanding promotion arrears to the civil servants in the state.

Fubara reiterated the pledge of his administration to the welfare of workers by saying that his administration will ensure that the same remains consistent with the new norms of the federal civil service.

With regard to education, the administration has recently employed 1,000 teachers in public schools within the state.

These teachers have been subjected to orientation and training before their deployment.


In the same way, the government has initiated recruitment of manpower in the health sector in order to improve the quality of service delivery in public hospitals.
