The Lagos State Government has launched a new digital platform, the Lagos Emergency Responder Management System (LERMS), in a move aimed at strengthening the state’s emergency response network and significantly reducing wait times.
The system, unveiled at the Folarin Coker Staff Clinic in Alausa, is expected to cut response times from an average of 12 minutes to between five and seven minutes.
It signals a shift from largely fragmented operations to a more coordinated, tech-driven approach suited to a fast-growing megacity.
At the centre of the platform is EKO HELP, a multi-channel emergency interface designed to make it easier for residents to seek help.
Unlike the traditional call-only system, users can now send distress alerts through mobile apps, USSD codes, SMS, interactive voice response (IVR), and even social media platforms.
Speaking at the launch, the Commissioner for Special Duties and Inter-Governmental Relations, Gbenga Oyerinde, described the initiative as a major step forward in the state’s emergency management efforts.

The platform is powered by an AI-based system that screens incoming reports.
According to Giwa Kennedy, General Manager of the Lagos State Command and Control Centre (LSCCC), the technology helps verify incidents and filter out false alarms—an issue that has long stretched emergency resources.

A key improvement introduced by LERMS is automatic location tracking.
Permanent Secretary Sesan Ogundeko explained that the system works similarly to ride-hailing apps, allowing responders to pinpoint the exact location of a distress call without relying on verbal descriptions.
Once an alert is received, the platform identifies and dispatches the nearest available unit, whether from LASAMBUS, LASTMA, the Fire Service, or other security agencies.
This reduces delays and ensures quicker intervention.
Services
The system also introduces an Ambulance Services Management feature, which improves coordination between emergency teams and healthcare facilities.
Responders can now access real-time information on hospital bed availability before arriving at a facility.
In addition, central command can track emergency vehicles in real time, while a built-in notification system enables authorities to send updates and safety guidance to residents during emergencies.
Officials say the introduction of LERMS aligns with Lagos State’s broader smart city vision, using technology and data to improve public safety and reduce avoidable loss of life and property.

While the platform is currently being deployed among emergency responders, the government plans to extend access to the public alongside a wider awareness campaign.
Authorities, however, stressed the importance of responsible use, noting that the system’s efficiency depends on residents reserving it for genuine emergencies.
